So it's got to be something with 4K out, right? Okay, so adapt the output of the second monitor to just 1080. Switch it back to the old Samsung monitor and there's no change in the internet speed. I've run speedtests with both and it's goes from about 75-100MBPS (which is about what I pay for) to down to 1MBPS on HDMI. Switch the monitor to HDMI and it says the laptop has literally no internet. Can game in 4K, stream 4K like there was never a problem. If I plug into the new monitor with the USB-C straight in (it's an LG UltraFine that has USB-C in) it's awesome. Picture is fine, mouse responds well, keyboard works, just the internet is SOOO SLOWW. Upgrade to a newer 4K monitor, plug in the HDMI cord and watching netflix starts to lag, or Stadia tells me it's an unstable connection. So, I've had a 20'ish monitor for years at I think not even fullHD, and I have used a couple different laptops with a USB-C adapter to have HDMI out to the monitor.
